Some people call all window treatments, “blinds.” And, not to sound too technical but, this is incorrect. There is a distinction between window blinds and window shades. For what it’s worth here are the differences:
Window blinds have slats or vanes – think think mini blinds (horizontal slats) or vertical blinds (vertical vanes). Light filtering is handled by either tilting the slats or vanes open or shut or, by the lifting the entire rack of slats – in the case of horizontal blinds – or, in the case of vertical blinds pushing the vanes to one side. The slats or vanes come in a variety of materials, such as: vinyl, aluminum, wood, faux wood, wood composite, various fabrics, cellular, and solar shade. So, the definition of window blinds has little to do with the material but whether or not the window treatment has slats or vanes – that’s it. However, it is fair to say that most of the fabric choices exist for vertical blinds and not horizontal blinds, e.g. cellular vertical blinds, fabric vertical blinds, etc. The complete list of window blinds includes: mini blinds, vertical blinds, wood blinds, faux wood blinds and panel track blinds.

The only real exception to this definition are sheer shades which are a hybrid between shades and blinds. Sheer shades come in two forms: sheer horizontal blinds which feature two sheer fabric facings over soft fabric vanes, or sheer vertical blinds which feature a light filtering material between hanging fabric or vinyl vanes.
